I was reading an article on FFG. It makes sense in that 4 points is quite a lot. There's a particularly dirty combo with Fire Control System, Weapons Engineer and Gunner. You fire at the first target, probably fail to hit, FCS gives you a target lock on what you've just shot at, WE gives you an additional target lock on another enemy ship (for the following turn), and then Gunner gives you a second shot with target lock. You then get another target lock on the defender.
